  • April 2022 – Current legislative session ends on May 13, 2022. This could be when the sports betting bill officially gets passed. 
  • March 30, 2022 – Following Kansas and Missouri lawmakers taking shots at each other concerning sports betting, Kansas passed SB 84 in their House and now heads to a conference committee. This could be a motivating factor for Missouri.
  • March 24, 2022 – Missouri House passes HB 2502 and moves to the Senate. The tax on this bill went from 10% to 8% and is one of a few sports betting bills before the Senate. 
  • March 15, 2022 – Missouri Senate Appropriations Committee met regarding three bills—HB 2502, SB 1046, and SB 1061.  
  • February 23, 2022 – The state’s sports teams and casinos make public comments supporting two different sports betting bills.
  • January 26, 2022 – Sports teams and casinos make their first comments pushing for sports betting in the state.
  • 2021: Lawmakers seem to have a better grasp on “101” best practices of gambling regulation. We hope this improved knowledge will translate into legal Missouri online sports betting by the end of 2022.
  • 2020: Six new bills are introduced but, unfortunately, most of them suffer from the same problems as their 2019 counterparts.
  • May 2019: The U.S. The Supreme Court revokes PAPSA. Individual states now have authority over legalizing sports betting within their respective borders.
  • Feb 2019: Representative Plocher puts forward bill H 2535, which is similar to J. Alferman’s H 2406. The new Missouri sports betting bill shares the fate of its predecessor.
  • Feb 2019: Senator Hoskin proposes an integrity fee of 0.25% in bill S 1013. This fee would make it possible for leagues to earn a steady profit stream from state-wide Missouri sports betting.
  • Feb 2019: Senator Rowden proposes bill S 1009 with provisions for riverboat casinos to offer sports betting in Missouri. The bill also included details on gambling taxes and responsible and safe wagering.
  • Feb 2018: Additional bills are put forth for the Senate to consider. Among them is Senator Hoskins’ bill S 767, which includes a sports wagering provision that would go into effect should the courts revoke PAPSA.
  • Feb 2018: Rep. Justin Alferman proposes Missouri sports betting legislation bill H 2406. If it passes, casinos will be allowed to offer legal sports betting in Missouri. The bill dies in committee.
  • Jan 2018: Representative Bart Korman puts forward Bill H 2320, proposing to allow Missouri sports betting on riverboat casinos and through daily fantasy providers. The bill died almost instantly.

When Will Betting Be Legal in Missouri?

There is ample support for sports betting to get passed in Missouri. In the past, bills were shot down because they included provisions for video lottery terminals. With the current legislative session ending on May 13, 2022, we could see sports betting officially pass then.

However, keep in mind that if it does, it could be at least six months before anything happens in terms of launching.

The May 2022 Ballot to Legalize Sports Betting in Missouri

With multiple sports betting bills on the table for the Senate and the current legislative session ending on May 13, this is all that’s standing between the legalization and it not passing. 

There are 18 State Senators in Missouri, and for a bill to pass, there must be a majority vote.

Supporters and Opponents of the 2022 Ballot for Legal Sports Betting in Missouri

There doesn’t appear to be that much disdain for sports betting in Missouri. The main driver behind why it hasn’t passed yet mostly has to do with language in the bills that concern other aspects of gambling outside of sports betting.

Let’s look at the supporters and the detractors in what they’ve said on the matter.


There has been support on both sides of the political spectrum regarding sports betting. Sen. John Rizzo, a Democrat from Kansas City, stated, “It’s, in my opinion, a little ridiculous that I can go to a casino and lose $1,000, but I can’t bet 50 bucks on the Chiefs to win.” 

Additionally, Sen. Denny Hoskins, a Republican from Caldwell, sponsored SB 643.

There is another factor to consider here—pressure from the public, especially considering bordering states like Kansas, which are advancing their process, and Illinois, Tennessee, and Iowa, which have it legalized.


There are not any lawmakers who speak out negatively about online sports betting. In the past, other sports betting bills were turned down as they included provisions for video lottery terminals. 

The only notable adverse reaction to sports betting in the state came from Daniel Smith, a counselor for Missouri’s state-funded gambling addiction treatment. 

“Sports betting is very very quick, it’s simultaneous; in other words, you can bet on many things at the same time, and you can lose your shirt very easily,” Smith said. 

Smith did say, though, that if sports betting was to pass, some of the profits should go toward treatment and prevention.

Previous Sports Betting Bills in Missouri

Over the past few years, quite a few sports betting bills have come through Missouri. It can be easy to lose track, so a comprehensive list of them is below.


  • HB 2556: Sponsored by Phil Christofanelli. It is read for the first time in January 2022. Sports teams in the state support the bill. He also sponsored HB 1666 in 2021. 
  • HB 2502: Quite similar to HB 2556 and also receives support from sports teams in the state. 
  • HB 2144: Read for the first time in January 2022, this bill was brought by Jim Murphy with a proposed effective date of August 28, 2022.
  • HB 2752:No hearing currently scheduled or on the house calendar.
  • SB 1013: Senator Hoskins proposes an integrity fee of 0.25% in the bill. 
  • SB 643: Bill introduced by Rep. Denny Hoskins will a proposed tax rate of 21%
  • SB 1046 and 1061: Virtually identical bills introduced by Rep. Hegeman and Luetkemeyer, respectively. The tax is proposed at a rate of 10%.


  • HB 2320: Rep. Bart Korman puts this bill forward concerning daily fantasy sports providers and river casinos allowing sports betting. This bill died quickly. 
  • HB 2406: Sports betting bill brought by Rep. Justin Alferman that later dies in the committee.
  • SB 1009: A bill brought by Senator Rowden includes provisions for riverboat casinos.
  • HB 2535: Rep. Plocher brings this bill forward similar to SB 2406. It doesn’t make it far in the process.

The Missouri state income tax system consists of nine brackets, with the highest percentage at 5.4% for income more than $8,424. This has been the system since 2018.
